Boris Johnson has warned Greater Manchester leaders that Tier 3 restrictions will be forced onto the area if local leaders do not reach an agreement by midday. Mayor Andy Burnham, who has been virulent towards the tougher coronavirus measures, claimed that placing the region into the highest tier will cause “certain harm” to communities. However, when questioned by Sky News over what he would do if the rules were imposed against his will, Mr Burnham admitted he would have to back down.

He said: “Of course, we wouldn’t break the law, we’ve never said that we would.

“Obviously we’d have to accept that decision, in the end it’s the Government’s prerogative.

“But I would say to them, at this point, are they sure that that is a wise thing to do?

“This isn’t just Greater Manchester’s problem, is it? Everywhere could end up in Tier 3 over the winter.”
