The US Seals are part of a contingent of American special forces taking part in the “Trojan Footprint” military exercises. These exercises are taking place across five European countries. More than 600 NATO and non-NATO forces, including troops from Ukraine and Georgia, have all taken part in the exercises.
The military training exercises aimed to counter Russia’s aggressive military moves across Europe in recent weeks.
David Muniz, the most senior US diplomat in Romania who serves as the embassy’s chargé d’affaires, said: “We have to be strong and supportive of our allies when there is a threat.
“When we are strong, when we are united, it has a real chilling effect, shall we say, on the kinds of things that can happen.
“In this way, you cut down on the chance for mischief.”
Major General Joe Jarrard, the deputy commander of the US Army in Europe and Africa, added: “It’s just showing everybody that we have a capability and we can use it when necessary.
“We’re going to continue to develop our readiness and the interoperability between all of the allies and partners and so that’s what we’re continuing to focus on.”
The head of Romania’s special forces admitted Russian manoeuvres close to their coastline in the Black Sea are unsettling.
Lieutenant General Daniel Pestrescu told CNN: “They should be of concern for us.
“Our job is to train harder and harder and be prepared for everything.”
Tensions between Moscow and Ukraine have escalated following a build-up of Russian troops along the border and clashes in eastern Ukraine between the army and pro-Russian separatists.
US Secretary of State Antony Blinken warned Russia to remove the tens of thousands of troops that have amassed along the border with Ukraine.
He said earlier this month: “Russia has the capacity on fairly short notice to take aggressive action if it so chooses, and so we are watching this very, very carefully.

“We discussed in some detail the support that we’re providing, we’ll continue to provide to Ukraine to continue to strengthen its security, its defenses.”
Former commander of NATO, James Stavridis, previously wrote: “The objective would be to neutralise the Ukrainian naval forces, gain complete sea control in the northern Black Sea, cut off Ukrainian military forces from their supply lines, and obtain dominance over a section of land that could connect Russia with Crimea.”
According to reports, British warships will sail for the Black Sea this month in a bid to show solidarity with Ukraine and Britain’s NATO allies.
A Ministry of Defence spokesperson said: “The UK and our international allies are unwavering in our support for Ukraine’s sovereignty and territorial integrity.”
Last month, US President Joe Biden reaffirmed Washington’s support for Kiev’s pro-Western government.
He urged Russia to “de-escalate tensions” but also offered to hold his first face-to-face talks with Mr Putin on “the full range of issues facing the US and Russia”.
Konstantin Kosachev, the chairman of the foreign affairs committee of the Russian parliament’s upper house, said the conversation was a “very important step forward”.
